CDM 2015
The new Construction, Design and Management Regulations 2015 came into force on 6 April 2015. These new Regulations supersede CDM 2007.
These regulations set out the requirements for managing health and safety on all construction projects. It is important to remember that a ‘project’ is more than a construction site and must consider the concept, design, build and maintenance of structures.
The main changes in these regulations include:
The removal of the CDM Co-ordinators role
The introduction of a Principal Designer role (PD)
Gives greater responsibility to the Client
Applies to all projects where more than one contractor is involved
Construction Phase Plans are required for all projects.
More emphasis has been placed on the skills, knowledge, attitude, training and experience of the work force and the word ‘competent’ has been removed. Ensuring the ‘right person is employed for the right job’ on an individual project basis.
HSE notification is a stand-alone requirement now and NOT a trigger for additional duties.
HSE notification thresholds have changed. Form F10 must be completed now if:
The construction is going to last more 30 days or 500 person days
Have 20 or more workers at any given time
The client now has many more duties for construction projects; these are clearly set out in the regulations and should be understood before any project is undertaken.
There are 3 key documents required now under these regulations. F10 HSE notification form (if required), Pre Construction Phase Plan and a Health and Safety File. These are all legal documentation that should be written, updated and reviewed throughout the project and available for all relevant parties.
